In June 1970, the Franconia Paper Co. mill at Lincoln shut down for the first of several times due to pollution control problems. Tacoma, WA, is the NP's official western terminus, but Portland is the largest and most important city in the Pacific Northwest and remains so for the rest of the 19th century. Western Pacific responded by implementing a new marketing concept. Roadamite ceased operations in the late 1940s and the line was abandoned from Sisquoc to Roadamite in 1949. Considerable modification resulted from this uniformity of interests in the administration of the business of the two systems of railroads on the island. The railroad act of 1883 remained in force until the end of the Populist supremacy but the last decade of the century was marked by frequent changes in the personnel of the board and by repeated political battles over the issues of railroad regulation.
