In retrospect it had clearly been a mistake to encourage the Lords to reject the People’s Budget but the argument that Lloyd George was abusing the budget appeared plausible and dissatisfaction with the overall Liberal record was sufficiently strong to reduce their position in the 1910 elections from an overall majority of 130 to dependence upon their Irish and Labour allies. Although Balfour resigned the leadership on 8 November 1911 he remained at the centre of power, being made a permanent member of the Committee of Imperial Defence in 1914; first Lord of the Admiralty when he joined the first Coalition Ministry of May 1915; and foreign minister (1916–19) and Lord President of the Council (1919–22) under Lloyd George.

Indeed it formed one of the six points of the People’s Charter. Gladstone, like many of those first elected without benefit of the ballot, was sceptical of the merits of the proposal but a bill was introduced under the auspices of his administration in 1871 following a favourable select committee report and became law the following year. Its impact was particularly noticeable in Ireland where ironically the Liberal Party was the chief victim of its introduction, being gradually supplanted by an Irish Home Rule party Bank Charter Act, 1844.

However, his gifts proved insufficient to maintain party unity, or power, after Joseph Chamberlain launched his tariff reform crusade in 1903. He tried to hold the party together by accepting the case for retaliatory tariffs whilst keeping the door ajar for full-blooded protectionism should the party approve such a course of action. He also tried, with what appeared to be much double-dealing, to balance the resignation of the Protectionist Chamberlain, with those of the Free Trade ministers Ritchie, Hamilton and Balfour of Burleigh.
